The target is at ground level. However, there are gunners at the second level which can make your job harder. Take them out first and any patrol that may give out your position. Fortunately the ground patrols are only alone so its possible to let them turn their backs and just rush towards them and land the killing blow.
Even without killing the gunners, as long as you kill the guard on the rooftop, you should be able to get a clean jumping position by the viewpoint ledge. Just wait for the target to walk within your range and jump to deliver a solid, death-from-above attack.
