The target is in the island of Misteriosa. Just fast-travel to the viewpoint if you've explored the island already. If you fast-traveled there, the target will be most likely under the viewpoint. Drop to the lower level and wait for him to get within your jumping range. Take him out via air assassination. If his position is within the temple, just fast-travel again until he appears near your position.
