With the grenades and shotgun, the vehicle and kill requirements would be pretty easy to get here. For the headshots though, you have to close in and use manual aiming to hit the sweet spot.Waste the scooters first because they could knock you down. Lots of enemies respawn nearby the front of the stores. Hide from cover to cover while staying on your toes, shooting back whenever available.
