Drive to Vespucci Beach and follow Lamar heading over the fence, then continue ahead to the alley. Open the garage at the end and enter it. Pick up the handgun dropped by the gang member and hug the edge of the garage.
Using the weapon wheel, draw your gun and peek around the corner, then shoot the enemy. Make sure to get back to cover asap. Keep doing this until you clean out the street. Head to the rightside area afterwards.
Kill the gang member with the shotgun, then pick up his weapon and switch to the shotgun. After this, shoot the gangsters above the balconies and light up the gas trail to obliterate the sedan.
Head to the end of the alley, climb up the fence and jump into the vehicle. Pursue the bike asap. Since the bike is much more faster than your car, you have to use Franklin's time-stop ability properly to be able to catch up. Just manage your usage carefully. Hit the bike, then steal it away. Afterwards, just look for an off-road area during the chase scene with the cops to avoid them.
