Find the stacked blocks on the lower rim of Kang Citadel
Destroy both sets of silver struts, then activate the revealed grav booster up top.
This will topple one block into place, and give you the pieces needed for a pull-loop, which you can use to yank the final block into place.
This releases the brick on the bottom level.
