After the sprawling expanse of Frisco, Southdowns feels downright cozy. Once again you can jog between most junction boxes, though there are fewer loose fuses here than in other districts. There are enemies hanging outside the stadium, but sneak in from the stadium side and they'll be none the wiser. There's another close call by a high-stakes card game, but with some sneaking and a wall hop this can be wired without incident as well. Same goes for the one by the warehouse. But then there's the police station.

It's possible to sneak in through the back door on the left hand side and carefully sneak across the lot, and time it just right so that you can wire the box without being seen, but- how much of your time and anguish is a switchboard marker really worth? For the last junction box in a conquerable territory- use the marker. When you've made your peace with that, talk to Sonny Little for the inside track on Johnny Two-Dicks' operation. And try to make peace with seeing that name a lot from here on out.
