Talk to the other people in the building before leaving. The asari is the quest giver for Broken Family, and the turian mentions just happening to need some powerful antibiotics. Hmm.
Head back to herbalist hq.
Talk to the primary entrepreneur to hand over the light, get some plants, and technically complete the quest.
Unfortunately, the last part of the arc seems to be missing- even if you return to the refugee doctor, you can't give him the antibiotic plant from the entrepreneurs. More for the Initiative, I guess.
