The default cannon fodder of LEGION forces, helltroopers exist only to be slain in mass quanities by MAYHEM. They can still be deadly, particularly as covering fire for more lethal LEGIONites, or when empowered by Pride Captains, but mostly you'll be mowing them down in droves, from the start of the game to its end.
