There are jammers at each of the GCR Comms Towers. After finding, head inside the Tower Maintenance Access for every tower and crack the security code. This enables you to have access to the Batwing Drop Point in that district, making travelling much easier. Once done, locations of the 10 Network Relays in the area are shown, these are quite easy to follow and just hit them with batarangs to clear the tasks.
