Head to the of the top of Mount Chiliad, which is located north from the Alamo Sea. When you meet him, he will immediately jump from the top, plummeting downwards fast. Quickly get a spare parachute beside the motorcycle nearby. Jump down to follow him while pressing the action button to activate the chute. Hit him once you get him during the chase below. Bring him back to Maude afterwards.
